All participants in the rapid assessment mentioned concerns related to regulatory policy and the politics of permitting and enforcement of existing habitat regulations. Habitat degradation is a major contributor to salmon failures throughout their range, and land use policy and enforcement are critical to maintaining healthy wild salmon population.
With jurisdiction over land use and development fragmented, and little continuity in policy that could protect salmon habitat, over the long term salmon are at risk.
Habitat protection, resource and land development are highly contentious areas of public policy. Reduction of risk might be accomplished through integrated approaches to resource data and information exchange, collaborative trans-boundary management and planning efforts, and coordinated efforts on enforcement of regulations.
