Abstract
This document provides the metadata associated with the two geographic
information systems (GIS) files, OR303STR and OR303LKS, containing the GIS
representation of Oregons 1994/1996 List of Water Quality Limited
Waterbodies, hereafter the 303(d) list. Please see below for information
on obtaining the 303(d) list and related documents or check the DEQ
Internet page at http://www.deq.state.or.us/wq/303dlist/303dpage.htm.
The source for the streams, lakes and reservoirs contained in these GIS
files is the 1:100,000-scale Pacific Northwest River Reach data layer
developed by the United States Geological Survey and other Federal and
State agencies and the northwest Tribes. Streams, lakes and reservoirs
were selected from the river reach files based on the 303(d) list and saved
to the 303(d) layers by GIS staff of Region 10 U.S. Environmental
Protection Agency (EPA) and GIS staff of the Oregon Department of
Environmental Quality (DEQ).

It is emphasized that the GIS layers are graphic representations of the
303(d) list. Where the 303(d) list and the GIS representation differ, the
303(d) list takes precedence. The 303(d) list document, "DEQs 1994/1996
303(d) list of Water Quality Limited Waterbodies & Oregons Criteria Used
for Listing Waterbodies" issued by the Oregon Department of Environmental
Quality, July 1996 is the document of record. Users are advised that
these layers should not be used without the 303(d) list. There may be both
revisions and corrections to the GIS representation without notice. Care
was taken in the development of these GIS layers, but they are made
available "as is" . There are no warranties, express or implied,
including the warranty of fitness for a particular purpose, accompanying
these layers. Notification of any discrepancies between the GIS
representation and the 303(d) list will be appreciated.

Spatial Data: Some features may be lacking very short arcs, e.g. around .03
miles in length, as a result of selection techniques and tolerances. Line
work in some cases may have been generalized from the original source USGS
river reach data set as a result of processing. If features are not
portrayed in the source USGS data set, they will not be portrayed in these
GIS layers even if they are on the 303(d) list. Layers were reviewed by
DEQ staff for correct presence/absence and extents, but some representation
problems could not be resolved.

Entity_and_Attribute_Overview
Attribute Data: In the stream layer, RRN and FEAT_NAME are pulled from the
USGS river reach data set. Occasionally, where the feature name was blank
in the source USGS layer, names were input manually. BOUNDARIES and CAUSE
were entered manually based on information in the 303(d) list. In the
lakes and reservoirs layer, attributes beyond the system items were entered
manually. Layers were reviewed by DEQ staff for attribute completeness for
feature name, boundaries, and cause. The "boundaries" attribute can be
considered an additional feature descriptor as well as a listing of the
feature extents identified in the 303(d) list.
Processing History:
Line work representing streams and lines and points representing area
features, lakes and reservoirs were reselected from USGS 1:100,000 river
reach data files for Oregon based the 303(d) list to create new GIS layers.
Out of the USGS river reach data sets ONLY those features on the 303(d)
list appear in these layers.
Attribute information and definitions:
Stream layer (OR303STR) attributes associated with arcs (bays and sloughs
are represented by centerlines):
RRN - USGS River Reach Number (a concatenation of USGS Hydrologic Unit
Code, Segment Number, and River Mile Index), 17 character field (Please
note: This attribute should be used with caution as a unique linking code.
This layer may not reflect most current USGS reach files. Some reaches
have been split to better represent 303(d) waterbody extents.)
FEAT_NAME: the name of the waterbody feature, 60 character field
BOUNDARIES: the extent of the waterbody feature included in the 303(d)
list, 40 character field
CAUSE: parameters for which the feature is water quality limited.
Generalized from the 303(d) list. For example, "temp" is used for
"Temperature - Summer", 100 character field

WATER: differentiates land-water features to accommodate "islands" in lakes
and reservoirs (a "Y indicates water, an "N" indicates non-water), 1
character field
CAUSE: parameters for which the feature is water quality limited.
