OWRD Water Right (WR) coverage information:

Intro
Oregon Water Resources Department (OWRD) water rights (WR) coverages are compiled by
theme, places of use (POU) and points of diversion (POD), and are tiled by Township, and
grouped by OWRD basin. Individual water rights are digitized into a township coverage using
the best available Public Land Survey (PLS) data for the area in question (1:24,000-scale or
larger). Conflicts between POU polygons are corrected, as much as possible, by staff to remove
overlaps or other errors that may occur from joining individual map layouts. Some conflicts will
have to be corrected after actual ground verification by staff or water rights holders.

Status
Digital compilation of the water rights began about seven years ago in the Northwest portion of
the state. Work progressed to the south and then westward. At this point, over 2/3 of the state
has been completed. Updates will begin in May 1998. Permitted and certificated rights are
digitized.

It is strongly recommended that if you have any questions concerning water rights that you
contact your local watermaster or the water rights staff at the Oregon Water Resources
Department.

Description of significant POD attributes:
section the Public Land Survey Section (PLSS) number that the POD is physically
located in.
app the Application number assigned to the Water Right associated with this specific
record.
certificate the Certificate number assigned to the water Right associated with this
specific record. A certificate indicates a completed and final water right.
permit the Permit number assigned to the Water Right associated with this specific
record.
pod-num number on Water Rights having more than one POD.
source the source of the water for the POD.
use the authorized use allowed this POD under the Water Right. A complete
listing of allowable OWRD use codes may be obtained from the OWRD's Web
site: http://www.wrd.state.or.us/waterrights/wrisuse.html
stream.code (also 'wrd-id')
WRD code used to identify the stream that the POD is on
riv.mile river-mile at which the POD is physically located
rate the quantity of water allowed to be diverted from each point of diversion. Usually
measured in cubic feet per second (cfs), but acre-feet and gallons per minute are
also used. 'div-units' holds a code indicating measurement units.
spec-limits specified limits of the water right. Contains the redefined items 'duty', 'limit',
and 'other limits'.
duty the limit on the rate of withdrawal. It is usually stated as cubic-
feet-per-second (cfs) per acre. For example, 1/40 means that if you
are irrigating 40-acres you can apply water at a rate of 1-cfs.
limit the maximum volume of water that can be diverted in a single
season.
other limits any other specified limits on the volume of water that can be
diverted.
stream1.name
the source that the right is diverting from.
stream2.name
river/stream that 'stream1.name' is tributary to.
source-type a code indicating the type of source that the water is being diverted from. A

section the section number that the POU is physically located in (or most of it if it spans
more than one section).
priority the priority date of the water right. This is assigned as the date the application
was filed
status legal standing of a right. Status codes are listed on the OWRD web site at
http://www.wrd.state.or.us/waterrights/wrisuse.html
acres the number of acres irrigated by this right, to the nearest tenth
pod-id the unique number of the POD associated with this POU. Pod-ids start at one are
assigned sequentially for each township where there are water rights.
